Trac: Add new components: website & Trac

DC Trac should have Components for reporting bugs in the dotclear.org/dotclear.net websites (perhaps 2 components, since the content is largely separate).

Trac should include a Component for Trac issues.

Trac should perhaps include a field for URL (or fragment) where the problem can be seen or reproduced.

config.php contains:

The comment and  http://dotclear.org/documentation/2.0/admin/install should mention of what's valid in the key (hexadecimal? letters & numbers? anything). It should also mention how many characters will actually be used (would 1024 bytes be used?) and a suggested minimum length. It's good that the wizard sets one.
